Unsolicited 1:1 email sent to recipients you don't have an existing relationship with — typically for B2B sales or recruiting.
Cold email is distinct from marketing email (broadcast, opt-in list) and transactional email (triggered by user action). It's a person-to-person outreach motion: a salesperson writes to a prospect at another company; a recruiter reaches out about a role; a founder pitches a partnership.
Legal status varies by jurisdiction. In the US, CAN-SPAM permits cold B2B email if certain rules are followed (sender identity, physical address, unsubscribe mechanism). In the EU, GDPR's "legitimate interest" basis applies to B2B cold outreach in narrow circumstances.
